Decide which tenders to pursue months before they publish, based on the budget line, clearance or approval behind them.

Sanction, study, clearance, approval, amendment. Every version sits under the same ministry, in order, so nothing is read out of context.

Qualify early
Know the likely scope and value early enough to line up certificates, experience and joint-venture partners. Consortium terms are easier to agree before the deadline.
